Details:

Where can I even begin? C4 in Fallout: New Vegas is an absolute wreck. A sticky plastic explosive that doesn't stick to anything and sounds like metal when it hits the ground? And the explosion is just... so unsatisfying for four blocks of C4! (Four blocks is about 2 kg, or 5 lbs... So, what does this mod do? It fixes all of those problems.

1) It fixes the ridiculous sound that C4 made when it hit the ground. The sound is no longer a metalic weird sound, but is now a nice soft thud like a plastic explosive should make.
2) It fixes the ridiculously unsatisfying explosion effect and replaces it with something much nicer, that makes the C4 feel worth your time to use it. It does NOT change the damage or radius of the explosion - those are exactly the same - it only changes the visual, but it makes a HUGE difference in the feel of it nonetheless.
3) It removes the ability to make C4 explode by shooting at it (which was unrealistic). C4 can now only be set off using a detonator.
4) It adds the ability to actually place the c4 on walls, furniture, cars, etc.

In order to get the last ability, you have to take a new perk: Saboteur, available at level 10 with a requirement of 50 explosives and 50 stealth. That perk has two levels. At the first level, it will take 10 seconds to apply the c4 to your target and set it. At the second level, you'll be able to apply the c4 to a wall in 5 seconds, and your C4 explosions will also do 25% extra damage over a 25% larger radius. To activate the perk, simply enter sneak mode with C4 equipped and press activate on the object you'd like to attach the C4 to.

If you would like the perk for free, you can open the console and type:

player.addperk xx000add

Replace xx with the mod index.

Known issues:

Unfortunately there are a few known issues with this mod that I currently don't see any way of fixing. If anyone knows of any potential solutions please let me know.

1) When you place C4 on a wall or object, you often won't be able to disable it the normal way. The reason for this is that it seems the art for the charge moves properly, but the activator for it doesn't move with it. If you find yourself needing to disable the mine, look around on the floor near where you were sitting when you set the charge. If anyone knows a way around this please tell me.

2) Sometimes the mine will end up floating in the air behind what you were trying to put it on. This is because there's no real way of finding where the charge should end up, so I had it start further away and move closer until it was within line of sight of the player. When you're working with walls and other solid objects that works fine, but if you're putting it on something particularly small and you can see behind it, your charge may not end up where you want it to be. I don't think there's any way around this, but if you can find the charge (see note 1), you can just disable it and reset it.

3) The animations when setting the charge don't make much sense. You throw the charge on the ground, then it disappears and appears a few seconds later on the wall. The throw has to be there for the charge to be considered yours - otherwise it wouldn't benefit from any of your perks and you'd gain exp every time you disarmed it. But after that you just sort of sit there.. I'm not an animator, and I haven't been able to figure out how to make the player play an animation, so again I'd love to hear from anyone who knows how to make this work. This is just aesthetic, though; it doesn't affect the actual functionality of the mod.

4) Occasionally your charge may end up inside another object, depending on the shape of the object and the angle you're standing at when you set the charge. If this happens it may not deal any damage even though you can see the explosion. I don't know of a reliable way to ensure that it's outside of all objects, since the only function I have to go on for that is the GetLOS function. This seems very rare, though.
