Description
Note: As long as Cobb's corpse is in the game, you'll still be able to retroactively complete this quest
It always annoyed me how choosing to support Goodsprings and fend off the Powder Gangers effectively locked you off from doing the quest 'I Fought the Law'. Only by siding with the Gangers can you get in the position to betray them. This doesn't make any sense to me, so I've made this mod in order to solve that.
Simply complete the quest 'Ghost Town Gunfight', and you should find a note to Eddie on Joe Cobb's Corpse. The note will suggest you find the nearest NCR officer and ask them about the movements

So, it's been a while, huh. How have you been? The two remaining bugs have been squashed; Hayes will correctly voice his line and you won't be able to select the dialogue option again after starting the quest. The mod is finished and I'm very proud of it.
V4 - 07/10/2013:
So, the latest version is done, and it's this version I am most happy with. The VMS02 quest script is no longer affected, the only change to the VMS02 quest is disabling the alarms, and everything else is handled separately. Maximum compatibility with the existing game, and ample warning for the user upon the decision they are going to make. Pretty much done in my eyes, depending on any bugs arising

It's amazing how any things you realise you forgot to account for. You should now be able to still help Eddie after picking up the note, not be forced into killing him

Rewrote the script deciding what stage to start the player on to allow better compatibility with the default way of doing the quest. You should no longer be forced to betray Eddie
Revamped how to start the quest. A Note shall be added to Eddie's corpse upon the completion of Ghost Town Gunfight. Will not be added if you just kill Eddie right out

Compatibility
This mod will overwrite any changes other mods make to the VMS02 quest. However, I've incorporated a fix to make sure the alarm turns off after you take the prison, so you shouldn't see any real issues with things like NVEC, just make sure this loads after NVEC.
Installation
USING NMM:
Simply activate the mod in the NMM, then enable it on the load order
MANUALLY:
Extract the esp file in the folder to your Steam/steamapps/common/Fallout New Vegas/Data folder, and activate it in your mod manager of your choice
As far as load order position goes, fairly low, certainly below any mod like NVEC
