Installation:

Extract all files to your: '...\Steam\SteamApps\common\Fallout New Vegas\Data' direction

Don't forget about the LODSettings folder, is this one is missing, you will see no far objects in this mod.

Followers:

Followers are NOT allowed in the addon, please tell all of your companions, whether vanilla or downloaded ones to wait BEFORE you enter
the vertibird to Necropolis.
All teammates on your side will be disabled when entering Necropolis and there is NO way to get them back.

This addon has a story and should be challenging, if you are not accepting this term you should start with playing Tetris.

How to start:

It is recommended to complete the default storyline before going to Necropolis to know all the background information.

For a decent time, the default mod was in German, someone else took the initiative to translate the entire dialogues into the English language, so additional
to this mod, you should download his translation file as well. Please don't forget to endorse his work.
The addon is in English by default.

If you have completed the main story, speak to General Merlock, a vertibird outside the building will take you to Necropolis.

If you wish to start the Necropolis quest immediantely, go to the HQ room where General Merlock is standing, hit directly to the right, there you'll find
a terminal called 'Debug Terminal'. Use it and click on 'Start Necropolis questline'. Talk to General Merlock and use the vertibird as mentioned above.
But you have to complete the 'Father's legacy quest', before you can quick start the addon, though. Go to Goodsprings and walk to Doc Mitchells door to initiate the quest.

Bugs:

Well, there are bugs and there is no chance to avoid and fix every bug in a mod with that complexity.

Scripts can freeze, the game can crash or the AI could break down.
If you can't go further and nothing changes after 1 minute reload the last save game.

TIP: Create a new save every new worldspace you enter. And Quick-Safe before going through doors.

Cheating:

If cheating is important for you, you should not choose the hardcore mode, because godmode will not prevent you from being unbeatable.

Hardcore mode:

The addon's hardcore mody will activate the vanilla's one, too.

System requirements:

This mod is draining a lot of performance, due to a detailed urban area additional with heavy enemy resistance.
As a reference I will write my own configuration down, with my configs the game is smoothly lagging at some few points on highest settings.

If the game becomes unplayable because of lags, please lower your graphic settings.
