Changes the Space Suit into a wearable Y-17 Trauma Override Harness

This changes the Space Suit found in the REPCONN Rocket Lab basement into a wearable Y-17 Trauma Override Harness, which is usually found roaming the Big MT with a skeleton inside.
When worn, the Harness allows you to ignore all crippled limb effects (no more limping with a crippled leg for example) it also provides +1 endurance and adds a carry weight bonus equivalent to the harnesses weight.
The helmet when worn provides +1 perception, but when worn with the harness it also provides underwater breathing and also a carry weight bonus equivalent to its weight.
The mod uses no DLC content so you can use this without Old World Blues installed as it merely edits the vanilla Space Suit and helmet by adding effects, making them more durable and a higher DT (see images for details).
