This mod will make cells and most NPCs respawn for both Fallout 3 and Fallout: New Vegas locations.
Not all of them though, some such as Zeta wouldn't make sense but 90% of the stuff should respawn.

It will be updated during 2025, for now, i have not access to my main computer and i won't for maybe a few months so i couldn't and still can't finish the mod, but once i can, i'll finish what i had almost been done with.


                                                                                Important Note:
There are three versions.

The one that was my primary idea.
The one that absolutely requires A Tale of Two Wastelands, Fallout: New Vegas and all its DLCs plus Fallout 3 and all its DLCs.
If you do not have Tale of Two Wastelands (TTW) installed, it is actually pretty easy to install, it does everything for you.
Like It says later in the description, I will make a Fallout: New Vegas (plus optional DLCs) only version only if people are interested.
But I would totally suggest you to get Tale of Two Wastelands, great mod really.

The second is for Fallout New Vegas: Ultimate Edition, it only requires Dead Money, Honest Hearts and Old World Blues.

The third is for Fallout New Vegas only, it required to have Fallout 2- I mean Fallout: New Vegas, a brain, hands to play and the rest you know, but you should already have all of that, hopefully so.

Are you one of those player who love going places, killing either innocents or bad people then come back later just to see an empty place?
I find it pretty unrealistic that people doesn't respawn, in real life, some people would have gone there after few hours, a few days perhaps? A few months at max.
My favorite locations doesn't respawn at all, Super-Duper mart, Paradise Falls, and a lot more. Those are great locations in my opinion, the Super-Duper Mart in Fallout 4 is nothing compared to the one in Fallout 3, I don't care about Fallout 4, so here I am, modding Fallout: New Vegas at its maximum, and I have decided to share this mod I made the Fallout: New Vegas community..
It's true that some locations will now respawn and it is far away to be realistic that they respawn there but for me, it's more a question of sandbox, freedom, then realism. (and yeah, i mean "then" by sandbox comes first, realism comes second, realism is really important to me but being free and able to do whatever I want in a game with infinite possibilities and that, with the same character, that is the most important thing to me)
Always having something to do, doing things I have done before without having to start a new game, I like it that way.
This mod is totally for you if you like killing enemies at (almost) any locations, again, again, and again.
This mod isn't for you if you like an experience similar to the one you find in Dragon Age, Gothic, Risen, etc. I honestly love those games, just hate the fact that enemies doesn't respawn.
In Fallout, there is always something to do unlike in those games once you are done with them, but there still not enough locations and things to do so this mod remedies this.
How long before they respawn depends on your respawn time setting.
I have added it in the mod so you can change it easily, it will take 72 hours (vanilla) for cell and people to respawn.
You can change it by going into the esp and changing the "iHoursToRespawnCell" which can be found in the Game Setting, there is only one option in there so no worries about fucking up everything.

Note: the different hours versions are not included anymore, all three versions now uses 72 hours (vanilla), I personally use 48 hours if you are interested in knowing that.

It's script free, NVSE is not needed but if I were you I'd use it anyway because lot of mods depends on it, not this mod though so you're fine if you use only this mod and other script free mods.
It does required to have all Fallout: New Vegas DLCs, all Fallout 3 DLCs, and Tale of Two Wastelands.
If people are interested in a Fallout: New Vegas only version, I'll make one.

                                                                                              What's next?

I'll probably add a npc that will have a sniper rifle and a 10mm pistol at the minefield, since Arkansas is an unique character, I do not want him to respawn, and since i like the place, I like it when there is a sniper around there, so I'll make a companion for him, an allied that will help him, it's the only guy he'll trust in the whole game so watch out when going there, so in total there will be two snipers, one that respawn and the other one not, I also thought about adding a few raiders there but it wouldn't really go with the lore, it's a minefield, people aren't supposed to go there.
I will probably add a few raiders at Springvale, that place is just awesome but so empty at the same time, except at the school but that's it, I'll probably add a few raiders and dogs at Springvale and around there.
I'll probably add new raiders around the Super-Duper Mart but not all at the same place, so no worries about that, a few will be on the roof, the roof will be  accessible via some stairs or something, I'll see once I'll be making it.
I may add some new respawnable NPCs/creatures at some locations that would be great to see them there if I do find some interesting locations, if you have some interesting locations in mind, let me know in the comments and i'll see if it is 
interesting enough and not too game/quest breaking.
I had the idea of adding some enemies/creatures at Point Lookout, not far away from the boat from where you came from.
Perhaps a small camp with a few raiders.
I'll certainly add more swampfolk at some place, I find it pretty cool to fight against them.
The probability of me doing all of that is certain, I just need the time, so once I do, I'll be upgrading this mod.

Edit: Once this mod will be fully done, you'll be able to move to every or almost every locations from DLCs even after having finishing them.
Some DLCs such as Dead Money and Operation Anchorage doesn't allows you to come back, once this mod will be finished, you'll be able to.
For now, this mod is working pretty well and can be used without problems, once it will be updated, there will be no problems using the new version over this since it is not scripted and I won't modify configurations I have already modified, I will add new ones, that's it.

Note: This is my third mod I've uploaded, I'll be upgrading it a lot when I'll have the time but i'm also working on two other mods, they're the same but one will be for Fallout: New Vegas and the other one will be for Skyrim, and I'll probably update it to work with Skyrim Special Edition.
It will add a new small World, the New Vegas version hasn't been started yet but the Skyrim should be done within a few weeks, depending on if I'm busy or not.
I won't be telling what is it about, but it should be interesting enough for people who have lot of mods, that's the only clue i'll be giving.
But it will sure add a lot of cool things.

Answer: Nothing is perfect, it shouldn't have bug or any glitches but there may be bosses and uniques enemies respawning, if one does and you seriously hate that, tell me about it either by sending me a private message or posting in the post section.
I'll try to fix those I come around when I have some spare time.

Question: Why is Zeta not required unlike the other DLCs? And why does it seems like it's not affected at all?
Answer: No modifications were done on this one, I would find it pretty stupid for the aliens to respawn in front of the crew and they'll just end up killing them. Some should already respawn without this mod, they should respawn in the engine core and in the waste disposal if there is any at all, haven't played that DLC for a long time.
You still need to have Zeta since it is used by A Tale of Two Wastelands.

Answer: All my mods are for free, mods should always be free, those who says otherwise are pathetic, donation is a good thing, forced to be pay isn't.

Answer: If people are interested enough, why not, but I would totally suggest you to download A Tale of Two Wastelands even if you don't like Fallout 3 because... You got more Fallout and who doesn't likes Fallout?
