Adds Luffy's Straw Hat and Suit from Strong World! Located in Doc Mitchell's.

I made a Luffy Straw Hat mod a while back. I updated it's textures to make it look realistic. During my 1000th playthrough, I tried to use the straw hat with a suit and figured, "Hey, why not make Luffy's suit from Strong World?" So I re-textured the Grimy Pre-war Business wear. I also made custom Pip-Boy icons for both items! Both items are re-textures of vanilla clothing but are standalone! They can be found in a locker in Doc Mitchell's. Enjoy!
