This is a very simple fix for Mr. Don Hostetler's dialogue line which may not appear and is responsible for the removal of the quest item "Mildly suspicious package" from the courier's inventory.
The Issue The quest item is used in the Aba Daba Honeymoon quest line but can be given to the courier by speaking to Diane even if the quest is no longer active. There are two possible conditions which trigger this bug, the first being that you have failed Aba Daba Honeymoon, the second being you never started Aba Daba Honeymoon but have freed Anders from his crucifix. If any of these conditions are met then the player will be stuck with the mildly suspicious package in their inventory.
The Solution The appearance of Don's dialogue line which triggers the removal of the quest item is determined by three separate conditions. By removing the condition which checked to see if the quest had entered a failed state, the dialogue prompt now appears if the package is in the courier's inventory, regardless of the quest's state.
