About this mod
Most merchant discount-related perks and quest rewards (e.g. RIvet City market discounts for Wasteland Survival Guide quest, Followers of the Apocalypse high faction standing discounts, Master Trader perk etc) are useless due to very generous vendor Barter skill-based discounts. This overhaul fixes that by making all of these factors important.

All generic vendors will sell you items for base item price if you have 100 barter, Master Trader perk and all 3 levels of Scoundrel perk, and will buy your items for half of their base value.
buying 1000 cap item will cost you 3000 caps with 0 barter and no perks, ~1000 caps with 100 Barter and all perks or good enough faction/personal friendship standing
selling 1000 cap item will give you 300-500 caps based on your Barter skill + up to 500 caps based on your faction/personal friendship standing.
Most traders that use faction/friendship discount mechanic have a specific dialog line about it (e.g. "Friend of the Strip is a friend of mine")
Friends and allies, depending on how good your relationship is, may sell you items at base prices even with 0 Barter skill and no perks and will buy your items for up to 100% of their base price, varying per faction. E.g. allied Followers of the Apocalypse will sell you items for their base price regardless of your skills/perks and offer 60-90% buy price for your items depending on your skills, Pronto will sell cheaper but won't buy for more than 50% and Rivet City traders will both sell 10% cheaper and offer 10% more caps for your items than usual after Wasteland Survival Guide quest.
Actual new formula is:
you buy for: (3x base price, up to -1 from Barter) *0.75 for Master Trader perk, *0.9 per Scoundrel level * faction and disposition bonuses, hard capped at 1x
you sell for: (0.3x base price, up to +0.2 from Barter) * faction and disposition bonuses, hard capped at 1x
