A quick mod that I threw together in FNVEdit that removes all load screen tips while also hiding the Roulette Wheel. Optional file included if you want to just hide the roulette wheel.

EDIT: As pointed out to me by the very helpful Maxime117 in the comments the ability to disable load screen tips, alongside a ton of other esp-less changes, can be enabled via INI edit from the excellent lStewieAl's Tweaks mod. I will admit that even I will likely transition to using that mod rather than my esp version here to disable the intrusive load screen tips. You should be aware that roulette wheel will still be visible if you decide to go this route. If you want as clean of a load screen as possible you should use lStewieAl's Tweaks to disable the load screen tips to save yourself an esp slot and then download the optional file here that hides your roulette wheel. I'll leave this page up in case anyone runs into issues with lStewieAl's Tweaks disabling the feature or if for some reason they don't feel like using that mod.
This simple mod removes all load screen tips from both Fallout: New Vegas and Fallout 3 and their respective DLCs, while also hiding the spinning roulette wheel present during loading screens. After playing these games for nearly a decade I became tired of seeing the same tips over and over again during the load screens. In addition to their repetitiveness, the load screen tips are usually incredibly obvious things that you would figure out by playing the game for five minutes. I personally prefer to replace my load screens with concept art images, but I was always annoyed by how much of these images were covered up by useless information and the roulette wheel. So I went ahead and fixed that problem.
This mod was heavily inspired by MeatBag101's NoSHit - No Loading Screen Hints and Tips & archanix's No Loading Screen Text mods. Both of these mods did something very similar but were relegated to only removing New Vegas loading screens tips (understandably so). If you would only like to remove the load screen text from the base game without TTW I recommend either of these two mods. Alternatively you could also use lStewieAl's Tweaks ini tweak, as it works at an engine level and is able to disable the tips across both wastelands without the use of an esp. Keep in mind that the roulette wheel will still be visible if you use any of these other options though.
Again, this mod is best used in combination with some sort of load screen replacer. I highly recommend Raevindor's excellent mods to cover much of
the loading screens you will encounter across the two games:

Adam's Vision Redone - Loading Screens and Main Menu Replacer for TTW
This mod was made with Tale of Two Wastelands version 3.2.2 comparability in mind and it shouldn't need to be updated in the future as it is unlikely any loading screen tips will be added or edited by the TTW team. This mod is very lightweight and should be compatible with all other mods as long as they themselves don't edit load screen data. To ensure that this mods changes are applied be sure to load it after any other mods that may have edits to load screen text (which is a highly unlikely scenario).
I have also included an optional file that only hides the roulette wheel. Seeing as it's just a simple retexture TTW is not required. This file should work with pretty much everything.
