Raises the speed of walking and sneaking without changing the speed of running/jogging.

This mod increases the speed of walking, walk-sneaking, and run-sneaking without modifying the speed of running/jogging. The intent of the mod is to make it far less painfully slow to sneak without running so that Silent Running is less of an "every playthrough" type of perk (at least for players that don't enjoy taking 20 minutes to move across a room).
All walking NPCs, such as those milling about the Strip, will walk faster; I played with the numbers to try and choose a value that doesn't make them look awkward when walking. This mod will also make the run-sneak speed faster (unfortunately this change is unavoidable) and it approaches ridiculousness but hopefully does not cross that barrier. Your mileage may vary on that one.
REQUIREMENTS
Only the base game is required.
KNOWN ISSUES
Rarely, it may make NPCs look a bit silly during any scripted event in which they're set to use the walking animation but at a higher speed than the base speed (e.g. when you send someone out in front of the dinosaur in Novac). Please report any bugs other than that in the comments.
CONFLICTS
It will conflict with any mod that alters the base move speed, move speed multiplier, or sneak speed multiplier.
INSTALLATION
Put the contents of the mod folder (the folder with the .esp inside of it) into your Data folder, or use a mod manager. To uninstall, delete the mod's file (the .esp) or uninstall using a mod manager.
