Q: Why aren't you adding the rifle to the Vendor List?
A: I don't want the player to acquire the weapon from Shops. It is a
specialized weapon for NCR Rangers, and not just anyone should be seen
using it, similar to the Ranger Sequoia.
Q: How do I acquire the Scout Rifle Heavy Barrel?
A: Get to a high enough level and it should be at the Gun Runners.
Q: What does the Scout Rifle Heavy Barrel do?
A: It increase the damage of the Scout Rifle and makes it more viable for the late game.
Q: What makes this special over the Service Rifle?
A: It's lighter, you can put a scope on it, and it has a 30 round magazine.
Q: What makes this special over the Marksman Rifle?
A: There is no scope by default, that already makes it less situational than the Marksman Carbine. You can also download the Suppressor version to make it quiet. It looks cooler than the Marksman Carbine, too.

Compatibility:
This mod directly interfaces with and modifies several leveled lists, so long as you don't have any mods that mess with NCR Ranger patrols you should be fine.
