Turns dog tag fists into holotag fists, since you craft them with holotags. Makes them glowy and cool :)

The dog tag fists can be crafted with NCR dogtags, which are holotags - so why isn't this reflected in the dog tag fists model? This retexture fixes it, complete with the blue glow of holotags.
Also flips the tags in your fists upside-down to make the glowing part more visible.
Forwards the fixes from from WMIM and uses the textures from Charge's FNV HD Texture Packs as a base.
