My take on the LORE reason for the jewelry:
200 years ago Mr. House used part of Vault 21 for secret Robco research into stealth technology (It could happen). When he came back on-line one of the first things he did was have the secret research laboratory and nearby sections filled with concrete. But Mr. House was too late. House did not know that the research had produced some prototypes. A young doctor named David Mitchell had found the stealth jewelry. Unaware of their special properties, he brought them with him to GoodSprings when he and his wife left Vault 21.

NOTE: A player can wear a necklace and a choker at the same time
All jewelry items are located in a First Aid Box on the wall of Doc Mitchell's house near the exit.
To get the Box at your feet, open the console and type "player.placeatme XX00080A" without the quotes.
I have given you several choices so you can wear your favorite armor or clothes and turn them into stealth outfits
There are 8 pieces of jewelry; The first 4 items give the player +100 Sneak and Stealth Field While Sneaking
1) Sneaky Stealth Choker
2) Sneaky Stealth Earrings
3) Sneaky Stealth Ring
4) Sneaky Stealth Necklace
The next 4 items are marked OP (Over Powered)
They also provide the +100 Sneak and Stealth Field While Sneaking
In addition they raise skills:
+25 Sneak
+25 Guns
+25 Energy Weapons
+25 Explosives
+25 Energy Weapons
5) Sneaky Stealth Choker OP
