Added .ini customization and (optional) Perception's influence over auto-aim.
In the vanilla version of the game Perception (along with Charisma) has always been considered a dump stat. The only reason one may want to invest in it is usually to get the Better Criticals perk (which requires only a modest amount of 6 points).
This mod makes three simple adjustments:
1 - Your accuracy is now related to Perception: a value of 5 provides default spread, whilst intuitively values higher or lower will change your accuracy correspondingly.
2 - Better or worse weapon skills will no longer influence your aim: a high Perception is now fundamental to become an infallible sharpshooter (Both skill benefits and penalties are disabled by default, but they can be re-enabled in the .ini file provided in the config folder)
3 - Perception levels higher than 5 can now gradually add some auto-aim; don't expect being able to shoot someone behind your back at 10 Perception, though! (By default disabled as I can see this wont be in everyone's liking. I still thought that was an interesting feature to add, though.)
To further enhance Perception's magnitude on your gameplay I highly suggest you to use Demorome's excellent Perception in Action and to disable the enemy markers on the HUD's compass by setting on lStewieAl's Tweaks and Engine Fixes "bHideEnemyMarkers = 1"
