Because you want to have your cake and eat it too. But it doesn't really make sense that the safehouse key just disappears in to the void if the NPC dies. You can end up with two safehouse keys if you reach the normal requirement then steal it, or vice versa. Just interpret it as the NPC having grabbed a copy once they lost their original one.
This mod gives the faction safehouse keys to relevant members, usually the person who gives it to you in vanilla. Colonel Hsu, Chief Hanlon, Edgar Hardin, Nolan McNamara, Lucius, Aurelius, and Julie Farkas all now have their faction's keys.
If you want to rebalance it, easy to do it yourself as its a JIP LN runner .txt script. If it's broken, let me know.

The mod is converted to work without a .esp plugin. No quest, just a .txt script that runs when your game starts.

Depending on which version you use, NPCs can either have it in their normal inventory (Steal) or only drop it as a death item (Death Item).
For Steal: you can pickpocket the key. For Death Item: they will guard it with their life, you must kill them to get it.
The value for every key is changed to 50 to make stealing them non-trivial.
