Rebalances the Fuel crafting in Frontier by removing the perk requirement and increasing the cost and also accounting for fuel variants

WHY?
The current fuel crafting in the Frontier requires you to have Petrol Head perk, which requires you to be level 20 with 80 in repair and 70 in science. For the recipe you need 5 flamer fuel and 1 scrap metal, resulting in 1 flamer fuel.
I though this was unbalanced so I removed the perk and added 2 new recipes for fuel, and one for the Thermic repair lance.
Recipes:
Fuel recipe 1:Skill Requirements: Science 30Ingredients:  45 Flamer Fuel & 1 Tin Can   Output: 1 Jerry can(Both at reloading bench)
Fuel recipe 2:Skill Requirements: Science 25Ingredients:  60 Homemade Flamer Fuel & 1 Tin Can Output: 1 Jerry can

Repair Thermic Lance: Skill Requirements: Repair 30Ingredients:  1 Thermic Lance & 1 Duct Tape Output: Repair Thermic Lance (At workbench)

(All items should be in most vendors inventories; Thermic Lance can be brought at the great khans armores or Crimson caravan & Flamer fuel can be brought at Dino Bite at Novac and at the silver rush)
