About this mod
A town to use for your own characters and stories. Use console command COC ZPNORTHTOWN to travel to it

Use the console command COC ZPNORTHTOWN to travel to the town if you want to explore it in game, and COC NOVAC or whatever to return.
Every building has at least one usable door but they are all set to "inaccessible". There are only a few different house designs so you can duplicate the same interiors over and over again and make small changes to each. You may need to grab the door handle to activate some doors that aren't in frames, or stand a certain distance away from it. Most houses are actually containers and you can open the windows to add and remove things. You could have a script run when you activate them, allowing you to look inside the house or producing a random event or whatever, or they can just contain randomised loot so every single house can be searched without needing to create interiors for them all.
The town is somewhere far away from the Mojave Desert, over a hundred years before the events of Fallout New Vegas, so there is no devastation and it hasn't been more than a few decades since society collapsed and things have fallen into disrepair. Of course you can change that and destroy some buildings, or create a devastated portion of town to the mysterious South. The town centre would be just beyond the South barrier if you want to expand the town even more with some commercial buildings, and you can copy and paste whole rows of houses if you want to make new residential streets. The existing town is just a basic foundation, it could use more "dressing" but that would depend on the type of modification you are making perhaps.
Ideas for factions...
The central area is dominated by single storey housing and care homes for the elderly. This would be occupied by a group like the Followers Of The Apocalypse who care for the old and the sick. They don't have many fighters so would need the support of another faction if they are to survive.
The Northern areas are occupied by wealthy well educated persons who are the most productive and are trying to bring civilisation back and run a local market. They have good intentions but some individuals may be corrupt and are interested in securing more wealth and power for themselves. Somewhat like the NCR.
The Western area is an enclosed section dominated by large families. They avoid the other factions and only do what benefits themselves, and especially the ruling families. They are a secluded bunch like the Boomers or the Brotherhood Of Steel.
The Eastern area is ruled by dumb thugs. They don't produce enough of anything to satisfy their large numbers so need to steal to survive. Very much like the Great Khans and general raiders. They used to mostly raid in the South of town but have now been driven out and barriers have been erected by a powerful new group.
The small area to the South was occupied by an independent group that aren't loyal to any faction, but a new group has recently begun to take over this area. They are a Roman Catholic faction with a well armed police force and are similar to Caesar's Legion. They have taken over the entire South of town beyond the barriers and are looking to conquer the North too. They prefer to use persuasion, infiltration and deception and will only use violence as a last resort to get what they want.
