Patches Lightbright strip overhaul to be compatible with DNweather redux weathers.

This is my first mod/patch so let me know if there are any issues you are having and I'd appreciate being told any ways to improve.
But as all this does is overwrite the weather on the strip with the Lightbright overhaul to use DNredux weathers there hopefully should be no issues.
The main file does not overwrite the image space as it causes the sign lights to be overblown and illegible during the day (especially with the Circus Circus casino, at least with how my bloom and brightness are set), but it looks really nice at night so a version that also overwrites the image space is included in the optional files. You can see the comparisons in the images. Only download one file.
As per usual with weather patches, this should be your last mod in the load order
