Add a new unique plasma pistol, the Little Patriot, alongside an unmarked quest to acquire it + lore about Plasma weapons.

Intro:
The lack of Unique Plasma pistol always bugged me in New Vegas. Especially with the laser pistol getting Pew Pew then the Compliance Regulator as variants. To adress that, i decided to implement a unique version emphasizing what Plasma really stands for: The Little Patriot, a slow firing weapon tied to the origin of Plasma weapons and the MPLX Novasurge Conspiracy of Mothership Zeta.

Little Patriot:
A unique Plasma pistol, with slower than usual firing rate but higher damage + excellent criticals. Its uniqueness comes from its blueish power cables and bordeaux red paint scheme, alongside a small star on the sides.
As a prototype from Robco, the Little Patriot comes with its own sound effect, but can't use anything else than Small Energy Cells.
The Little Patriot is located in the REPCONN Launch Site, in the top level where Jason Bright and the Bright Followers are bunkered. It is locked inside Atia Underwood personnal locker, which requires a Very Hard Lock Skill. An alternative is to meet Atia (drinking her guts in the Atomic Wrangler), and be able to recognize her (require Plasma Spaz Perk). After talking with her and hearing her long confession regarding the Little Patriot's creation, she will grant you the keys to the locker storing it.
