I'm assuming it all works through the mod manager but if not just try dropping everything into the Data folder I guess :)
If there's any issues with the skin colour try writing in the Fallout_default.ini: bLoadFaceGenHeadEGTFiles=1 just beneath the bUseFaceGenHeads=1 line.
If that doesn't work use the provided Fingle Mask on the counter of the bar and roleplay it :))
Oh yeah and he's in the goodsprings bar.

p.s. I've literally never made a mod before and did this in two days so expect a lot of scuff (fingle style)

You might have to change the FaceGen setting in the ini in both the fallout_default.ini and the one in the my games folder.
also if you dont have any dialogue audio idk how to fix that. you probably have to fuck around with it being an esp and esm file but god knows why they built the engine like this.
