Requires TTW and (Benny Humbles You) and Steals Your Stuff, specifically the Humbled perk.
You need to have it enabled in the mod's Humbling.ini:

--- Description ---
I am currently playing the great Begin Again modlist (v2.4.1) and was wishing for new perk options that unlock once you get to New Vegas.
So I've added some! A few of these have perk-requirements of relatively underused perks - like Lead Belly or Old World Gourmet - in an attempt to make them more useful by adding very powerful perks on top of them.
New Perks:
Level 1: Midlife Crisis (requires "Tag!")
"Reallocate all four Tag skills and gain an additional bonus of +5 to each tagged skill. This also recovers your "Tag!" bonus if you have lost it somehow. However, you will experience unreasonable satisfaction from overspending, increasing vendor prices by 30%."
The idea of this perk is to make changing your build for New Vegas more viable by boosting a new skill, but this time with a trade-off. It also indirectly fixes the bug that you lose the fourth tagged skill from the transition to New Vegas. (As a side note, I also recommend the "Benny Humbles You Harder" file from the misc-section, because that will make skill points more meaningful. It reduces skill points per level once you are in New Vegas.)
Level 3: Lone Courier
"There is only one person you can truly rely on: yourself. You gain +30 Carry Weight as long as you are traveling without a companion. Rank 2 also grants you a bonus of +5 Damage Threshold while traveling alone."
There are some options for a Lone Wanderer playthrough, but they don't offset the disadvantage of having no companion. Especially when using them as a mobile stash. This should help a little bit.
Level 5: Hot Reloading (requires Agility 6, "Rapid Reload" and Guns 70)
"They say, "strike while the iron is hot." But you prefer to reload instead. If you have fired a bullet recently, all weapons gain +35% reload speed. Two-handed automatic weapons and Miniguns get even hotter and gain twice the bonus (+70%)."
I always felt like "Rapid Reload" is a bit on the weak side, especially for weapons with large clip sizes. I wanted to add a strong upgrade for the usual Rapid Reload Shotgun/Revolver builds, and make that bonus even bigger for automatic weapons. The animation might look a bit insane with a +75% bonus, but that's a feature, not a bug.
Level 7: Tough But Tender
"The Mojave has made you exceptionally tough, but also more cautious. Your Health increases by 100 at the expense of dealing less damage. You deal 5% less Weapon Damage and have a 15% reduced Critical Hit Damage bonus."
A big increase of survivability for a trade-off in damage. This perk is mainly intended for making non-sneak builds a bit more viable.
Level 9: Taste of the Waste (requires "Old World Gourmet" and Survival 75)
"While under the influence of alcohol, your V.A.T.S. Accuracy and XP Gains are increased by 20%."
Should also work with alcoholic drinks from any mod, as long as they add the usual STR-Bonus every vanilla alcoholic beverage provides. This bonus is big, but requires you to pick one of the weakest perks (Old World Gourmet) in the game. Note: alcohol doesn't increase XP in real life. Stay sober, guys.
Level 12: Second Skin (requires "Travel Light")
"By traveling the Mojave, your gear has become your second skin. You gain +4 Damage Threshold while not wearing Power Armor."
Adding this is a strong buff for the perk "Travel Light", which is normally very underwhelming. It could also be worth taking for builds with medium or heavy armor.
Level 15: Rad Junky (requires "Lead Belly" and "Rad Absorption")
"You've developed a taste for it! Drinking from a water source increases your radiation significantly faster. Each rank improves this effect and adds a new bonus while your radiation is over 1%:
Rank 1 - AP regenerates 15% faster
Rank 2 - Weapon Damage increased by 12%
Rank 3 - Bonus doubled (+30% AP-Regen, +24% Damage)"
Despite being one of the most powerful perks in the entire game, "Rad Absorption" felt a bit lacking. I want to give you the option to increase your Rad-Level very easily by drinking from toilets and co. Because this playstyle is already really powerful, I added "Lead Belly" as a requirement - one of the worst perks ever. And it fits thematically.
Level 18: Guardian Rush (requires Strength 6, Melee 90 OR Unarmed 90)
"Speed kills? You disagree. When wielding a Melee or Unarmed Weapon, you gain +10% Movement Speed and +3 Damage Threshold while moving."
Melee builds needed a bit love. So I gave them an option for mor speed and tankiness.
Level 22: Quantum Expert (requires "Nuka Chemist" and "Quantum Chemist")
"You took the leap and unlocked the full potential of Quantum. Drinking Nuka Cola Quantum grants you a slight regenerative effect for four minutes and instantly recovers all your limbs."
You can create Nuka Cola Quantum with the "Quantum Chemist" perk. But why would you? The bonus has never been worth it, really. This makes Quantum more useful and you might end up using them instead of Doctor's Bags. A very powerful option in Hardcore Mode, but it comes with the total cost of 3 perk points.
Level 26: Made of Steel (requires "Cyborg" and "Adamantium Skeleton")
"You make any metal detector beep. Limb damage is cut in half, resulting in an effective decrease of 75% with Adamantium Skeleton. You also gain +10% Energy Resistance if you don't wear any Power Armor - imitating some of its defensive abilities. However, your Charisma is reduced by 1 due to your robotic appearance."
I set the required level very high because this perk is really strong in most modded Hardcore playthroughs. Finally not having to think (that much) about limb damage is satisfying, and since this is a very Terminator-themed perk I added some of the advantage of Power Armor to non-Power-Armor builds. After all, you have chosen to become somewhat of a machine yourself. Because of it being so powerful, there is a trade-off of -1 Charisma.
Level 30: Walk the Path (requires Perception 8)
"You are beginning to believe. While wearing reflective eyewear, you are almost immune to damage during V.A.T.S.! If you are wearing Light Armor, you also have +15% Movement Speed during a Turbo or GRX boost."
Only pick this if you are the chosen one.

Relatively safe to add midgame. Place the plugin at the bottom.
Overwrites MS05NukaColaQtm (adds conditional effects to Nuka Cola Quantum)
Note if you update from 1.2 or earlier:
If you have already picked the "Midlife Crisis" perk, you need to reapply it to get the intended bonus.
Use console commands:

Made to be used with Begin Again, but should work with any TTW - Setup that uses (Benny Humbles You) and Steals Your Stuff as explained before.
I recommend also using a "Benny Humbles You Harder" plugin from the misc - section if you want extra difficulty. They decrease the amount of skill points you get per levelup by a fixed amount once you've been Humbled.
