The Jackals are no more than a handful of scarred and tattooed reprobates, scraping out a living by preying on anything weaker than them.
Makes the Jackals look even more filthy and diseased looking by giving them the Pitt-race.
Acording to the 'cut' lore for the Jackals they are the 'weakest' and most pathetic of the three raider gangs emerging from Vault 15.
Thanks to the Pitt-race they now look even worse of than other raiders to amplify this.
Also, as they are savage and cannibalistic (cannibalism can lead to severe diseases in its own right) they wouldn't take too much care even if they get diseases all over.
While normal raiders are just filthy, the Jackals only care to survive no matter how, so as long as the disease doesn't kill them, why should they care.
Best paired with Classic Fallout inspired Jackals rework or Classic Fallout inspired Jackals - Armour only. (personaly use the armor only version)

Makeshift Pitt-Race.esm for those not using TTW but own an legal copy of Fallout 3 (using this together with TTW will cause your game to explode)
Extract from Fallout 3 bsa (which I expect you have gotten legaly and should work regardless of if Fallout 3 is censored or uncut):
- get an bsa extractor/browser
- open the The Pitt - Main.bsa
- textures\characters\dlcpittmutanthumanf and textures\characters\dlcpittmutanthumanm and extract all .dds files from those ordners.
