The lore as presented in Nova Arizona and New Vegas Railroads is incompatible. Bullhead is under full NCR control in NVR, and under recent Legion control in Nova Arizona, with major .

Pitch:
New Vegas Railroads is a fantastic mod because it has trains. I really like trains, so it is never leaving my load order. Nova Arizona is a wonderful mod project that I'm proud to be a part of it. It's never leaving my load order because I truly believe in the mod's vision and the talent of my fellow developers.
In New Vegas Railroads lore, Bullhead is a major NCR city. It is a hub of railway supply to the Mojave, with little threat from the Legion. In Nova Arizona lore, Bullhead was a recent seizure by the Legion. Bullhead was taken in a spectacular offensive, and is subject to continuous bombardment by the NCR, even though they can't take it back. In addition, it has put Kimball in a perilous situation and dependent on the conquest of Hoover Dam and the annexation of New Vegas to maintain his power.
This is obviously incompatible. Only a total madman would try to make all of their mods lore-compatible in addition to technically compatible. Luckily, I am one.
What the Mod Does:
Every mention of Bullhead in the mod has been scrubbed. Any line involving Bullhead was either spliced (one of them badly, I'm not great at that stuff) or cut. The worldspace and interiors were all renamed. The only mentions of Bullhead is the tunnel itself, since it does still go to Bullhead, even if that's not possible anymore.
Instead, the depot is located in the Fort Mojave Indian Reservation, a land in which the NCR conducted a pacification campaign against the natives in the area, which removed all of the natives. By game start, the reservation itself is in shambles, with no original structure still standing, except the isolated canyon of the trainyard.
In addition, the mod also contains a bunch of consistency fixes for written dialogue and some recipe names.
