One of the biggest reasons why New Vegas miniguns feel unsatisfactory to use and not like real miniguns is the lack of fire rate.

Miniguns in real life fire 4000-6000+ RPM. Miniguns in New Vegas fire 1200-1800 RPM. Thus at best, NV miniguns are barely half the speed of their real life counterparts. They are basically on par with some high ROF machine guns.

Problem is, it's just not practical to increase ROF, because ammo capacity is hard capped at 255 (340 with weapon mod). So even at twice the RPM, a 255 capacity will be burnt through in a matter of seconds. It's hard to argue which feels worse - the lack of ROF, or having to reload after every burst. Not to mention the potential impact on balance and game economy, due to the exponentially higher ammo usage.

Still, there are some ways that I can think of to work around these limitations, with the simplest one being dummy projectiles.

True Minigun works by filling in the gaps between live rounds with dummy rounds. These dummy projectiles do not consume ammo, nor do they cause damage. They are purely visual, there to create the illusion that the weapon is firing more rapidly than it actually is.

On the regular minigun, each live round is accompanied by 3 dummy rounds, effectively QUADRUPLING its perceived rate of fire. With the high-speed motor upgrade, the minigun can now unleash a whooping 6000 RPM, all without any impact on gameplay.
