Adds the EMC (a futuristic Energy version of the Springfield XD) ported from Infinite Warfare By 123456!

The EMC is Added to Leveled lists and should spawn on enemies and venders in both New Vegas and TTW
It is also added to Form lists for Perks!
Animations are from RageNClears Tammer Animated Mini-Pack 1 and have been edited by me to reflect the way the parts move on the gun in Infinite Warfare.
