Weapon will start to spawn on vendors and on NCR Rangers as replacement for anti-materiel rifles as you hit lvl20(it will inject itself in vendor and NCR loot). You will get message on-screen just to make sure it works!
On level 25 you'll get quest 'I Want To Know You More' which indicates you to new Bunker to steal schematics for each weapon attachment, and the sniper! If you can't wait for vendors to show up for dem attachments :)
