Honestly, I don’t even know which would be the better. Personally I would prefer it as an add on, because integrating a new item into balance and levelled lists and loot is too much of a hastle. But I understand that some may prefer to be able to equip and unequip it at will. On the other handed I have enough GECK knowledge to be able to change it to however I want it to be myself, so it doesn’t really matter.
