This mod reduces the timers for settlement building and judgements, either to half or to instant.
Warning: Using this mod will probably take away some of the fun from the game, but you play however you want.
Put the entire contents of the zip file in your GAMEDATA\MODS folder, not PCBANKS, similar to this:
