I feel your pain, this is exactly the same problem I have encountered with my tatoo. Somehow the head meshes (both vanilla and Head06) don't work well with textures altering the forehead / eyes / cheeks regions. Such a shame, but I think I'll keep on trying. I did manage to fix this satisfactory in NifScope through Texture UV editing. It does work as long as the head mesh is unique for any unique tatoo (so no adding tatoos through the age textures, just the basic texture). It is a hell lot of work, especially with more detailed head meshes, but the feeling of acomplishment when it looks just as you want does compensate for it.
