Ty tobjoern, just checked that out & the mesh file wasn't there. I got the set from a different mod that included it, but somehow the modder missed that file. just grabbed it from V2. ty again tob & chak
I've just tested this mod for you, just out of curiosity. ^^ http://www.oblivion.nexusmods.com/downloads/file.php?id=32307 (If this is the mod you use - I've tested version 2_1)
Frankly, everything seems fine with this mod. The cloak (and the ground meshes) did appear in my game as they should. No matter if I equip the cloak (male, player-char), or my girlfriend Alba (NPC). I also tested it on an female player-character. If your character wears a wig, unequip it, because the cloak uses the hair-slot.
On the other hand: In your image we can see the cloak is equipped and the hair dissapeared -> this means (also in relation to your missing ground meshes) that you have to check where you installed your meshes. Please note: except all parts of this armor, the cloak meshes must be in the *meshes/clothes/gondorian cloak* folder! (not in *meshes/armor/gondorian ranger*!)
Maybe you should check if your install is correct. ^^
Not necessarily a bad install. The hood is there, but the mesh doesn't show. Either check your mesh paths, OR check the esp. It could be that the female hood simply points to the wrong mesh. And I wouldn't recommend installing WryeBAsh simply to install a clothing mod. WB often causes more problems than it could ever solve.

Hopefully this will help you a bit. ^^
