About this image
I haven't played oblivion lately and I can't remember, should the neck look like this when NPCs turn their heads? I have self shadows enabled.

I have a similar thing when working with a new texture on my character though I had not noticed the neck being involved as much as the whole head and neck in low light conditions.
My recent Image Share "If only" shows what happens in low light. When the same character steps into the light, then she looks like this one's face. The amount of light makes a big difference and the dusky cyanotic look in low light is not pleasing. One step to the side, making a light change, makes a huge difference when using that texture. It may be that in the lighter complected characters the shading shows up blatantly & not mixed with other colors? I never noticed that in the light colored Moonshadow elves, but they seem to have a lot of basic pink in their texture, while the ones that do this have more of a khaki basic texture color.
The body always seems very different, though I have had some close matches with the MS elves, but no others. I had not paid attention to glossiness though.
I thought self-shadow referred to the shadow on the ground but do not know.
There are experts here who may explain it to us, hopefully. Please.
About your problem,I really can't think of anything. I saw the pictures and it's really odd. I wish I could help. :/
