P.S. also occasionally very strange framerate bugs such as in the bruma mages guild, but this is not a massive concern right now

    Hmm, I won't be of much help here, but I have a couple things that might help, or at least explain some things.

    Your picture #1 on imgur is totally fine, as far as I can see. That's the way things are looking for all of us, more or less.

    In picture #2, as you can see by the breath meter still showing, as far as the game's concerned you're technically still "under water", thus the under water fog applies to whatever you see. To the game for this effect it doesn't matter if you're looking at under water scenes or above, or through, the surface. You're detected to be under water, so under water fog you see. There's not much one can do to refine this somewhat clumsy detection mechanism more.

    Picture #3 again is fine as well, for all I know. It "looks" like you should be seeing more in the distance, your world ends a little abruptly just behind those trees, but I don't know where it exactly you are and if there even is anything further away in the distance there.

    And picture #4 is a new one to me, too. Although I did find a topic where someone had the complete opposite problem of your's: https://forums.nexusmods.com/index.php?/topic/158601-fog-settings/?
    For them it had to do with some settings about specularity in the Oblivion.ini being configured wrong. Maybe there's a similar setting for only objects instead of landscape, too. Your issues at least definitely could be related.
