I believe it was some altered All Natural weather, together with one of discovery1's skywide textures from Atmospheres 3 (sunglare also from there, I think).
The truth is, these settings were a failure in the sense that they looked weird all the time (like Ambient colours too blue and what not). I find it quite hard to do weather well. Still fun, though.

Did you perhaps use custom sun/ sunglare textures?
Or additional sky mods? Weather All Natural?
Oblivion reloaded? And/ or some ENB?
So, in any event, I'm very curious what did you alter in the Tes4Edit Weather Editor?
