Here I loaded Elsweyr_Leyawiin_Topal Bay Walkabout first and Topal's Rest Village second. There is a conflict in the harbour, yes. But I would just leave it like that. So someone built their docks over an ancient wayshrine... Stranger things have been known to happen.
