It's not done yet, but the Main Quest for Skyrim is coming along! See TWMP Skyrim Alive. When release 3 is ready, you will be able to play the entire game in Skyrim, starting at level 1, and not be eaten by level 22 werewolves on your first outing. Oh, and yeah, there will be quests. :)
