An idea I have for a new ring on the Imperial City.
Here is what I had in mind for the new ring, Red is original outside ring, green is original inside ring, gray is my new ring, promenade & walkways.
Bigger, taller new ring with spokes (walkways) to the tower & door to upper part.
The top would be manned by solders that defend the city maybe a few guards also.
Elite penthouses will be up there also, only for the filthy rich the view will be fantastic.
The model I made does not have buildings & needs more work I know but it will give you an idea.
I made the new ring transparent in some of the pics for clarity.

Also, I think mix the Aylied history in more thouroughly with Imperial architecture, as you could sometimes think you're walking around an Ayleid ruin when in IC. More fortress type buildings and more rebuilt areas of wall with much more imperial walls (like Skingrad's pointy spired towers) where it was attacked in the past.
Maybe also try to build narrow streets, with garrisons and shops INSIDE the thick walls you've got going on there. You could make it really slummy, like the "undercity", with crime and sewerage - but no one really pays much attention because it's out of sight and out of mind.
