@Chakaru11 i said i didn't touch it. It is all in-game. i went in the console, typed tm, then typed tfc, closed the console, rotated the camera for the best shot with the godrays and slightly gradianting Bokeh_doF and pressed prntscreen. I grabbed the raw .bmp file, imported it into paint then saved it as .jpeg
And you might not have used Photoshop, but that shot is not untouched. The ingame camera does not randomly set some textures to sharp and others to blurry if the distance is the exact same The face is is sharpened, while the hair and the arms are partly blurred to give a feeling of depth. Oblivion can not do that. Not even OBGE does that.

Very good scene...not really interested in how it was done but how it turned out so perhaps less critical of the technical aspects of the scene
