Static NPCs for OOO FULL.esp makes NPC\'s, creatures, spawns, gear, chests and loot static. Static Creature Level Lists for OOO allows all creatures to spawn from level 1. Static Creature Level Lists for OOO (Spawns x2) allows all creatures to spawn from level 1 and at double the spawns per spawn point.

INSTALLATION
============
Copy and paste or drag the .ESP file into your Oblivion Data folder.

If updating from previous version, please remove old version and replace with the latest one (3.0)

Start a new game or use Wyre Bash to update NPC levels with an existing game. And because of the new spawn system you will need to wait 3 days for it to take effect.

Load after OOO
DO NOT USE Static Creature Level List with this mod, it is already incorporated.

IMPORTANT
=========
Not all changes take effect immediately and it is HIGHLY RECOMENDED that you wait 3 days in an interior
like a house or city to ensure everything is working correctly.

NPC levels will not update unless a new game is started or Wyre Bash is used to update NPC levels. And spawns will not behave correctly unless 3 days is waited for spawns to reset.

The Kvatch quest and first Oblivion gate can be more difficult, and it may be neccessary to disable this mod when you do Kvatch and the Oblivion gate, or you may find it impossible until much later levels.

KOWN BUGS
=========
Lock Bashing does not always work anymore, I'm trying to figure out why but I think it is the random lock
levels that has caused it. I'm trying to find a work around but it is looking unlikely that I will be
able to fix it.

CHANGES FROM 2.0 TO 3.0
=======================
Randomised spawns added.

Spawns altered to make safer roads and more dangerous wilderness.

Random lock levels tweaked.

Oblivion gates now only have Transcendent sigil stones instead of random ones as the gates are normaly very
hard to close.

Some tweaks to enemies and bug fixes.

Some NPC levels have been altered so PLEASE UPDATE NPC LEVELS WITH WYRE BASH if you are using with an
existing save or updating from 2.0 to 3.0.

WHAT DOES IT DO?
================
Started as a project for myself, I wanted to play OOO but with a static, difficult and more varied world.


================
NPC's ARE STATIC
================
Static NPC's for OOO caps all levels for NPC's so they do not level with the player.
These levels are generally at the max that OOO allowed for specific NPC's, but some are lower than in OOO and some are hgher.

I have incorporated some variation in levels and inventory so not all enemies will be alike.

For example. Bandits will not rise above level 10 (except for bandit bosses who can reach level 15) but you will still encounter some bandits as low as level 5 with an inventory to match depending on the spawn.

I have created new inventories and leveled lists for all NPC's and this will change the gameplay of OOO, in most cases it will be harder, in some cases a little easier.

CREATURES ARE STATIC
====================
Creatures do not level with the player anymore, all are at their max level that OOO allows them to be, with a few adjustments for more variety in difficulty.

Creatures that carry weapons like Goblins and Skeletons etc, have static weapons that do not level, and these weapons are based on the level of the enemy carrying them.

CREATURES SPAWN IN PACKS
========================
Some creatures will spawn in packs, such as wolves, ogres, minotaurs, lions etc.

Solitary hunting animals like bears will not.

NEW, TWICE AS POWERFULL VARIANTS OF CREATURES
=============================================
Creatures, Daedra and Undead now have variants that are twice as powerfull and bigger than their counterparts
but spawn less often.

LEVEL LIST FOR SPAWNS ARE STATIC
================================
All creatures and NPC's can and will spawn from level 1, so the world is alot more dangerous from level 1.

LOOT IS STATIC
==============
All loot that can be found in chests inside dungeons is now static to suit the difficulty of getting to it.

You'll need to go to tougher locations to get the better gear.

CHEST Locks ARE RANDOMISED WITHIN STATIC BOUNDARIES
===================================================
Chest locks are now random but within static boundaries to suit the loot they hold and the difficulty of getting to them.

For example, bandit lair chests randomly range from unlocked to average.

Harder locks are now more worth picking, as now Hard and VeryHard locked chests (and Average locks for Bandit lairs) have an increased chance of loot respectively, and the VeryHard locks are rarer than Hard locks.

The same is applied to house chests, and there is a chance to get better gear from the VeryHard locks in upper class houses.

Boss chests have a higher chance of loot, with VeryHard locked chests having more than Hard locked chests.

Unique OOO chests are untouched.

STATIC QUEST REWARDS
====================
Quest rewards suit the difficulty of the task instead of being leveled to the player.

SHOP LISTS ARE STATIC
=====================
All the shops in Oblivion still have all the items they normaly sell but from level 1.

OBLIVION GATES ARE STATIC
=========================
All Oblivion gates are static, the loot is varied from low to very high to suit the random spawns caused by the static levels of spawns. Sigil stones are always the highest level because it is normaly very hard to get to the end of a gate.

SAFER ROADS, DANGEROUS WILDERNESS
=================================
High level enemies are now not so close to roads. The only enemies the player should encounter if they stick to the roads are Wolves, Deer, Boars, low level Imps and Bandits.

The IC Isle is now a safe zone, only Wolves, Deer and Boar will spawn there.

Areas away from roads are more populated with spawns and are more dangerous.

RANDOMISED SPAWNS
=================

Lots of new exterior spawn locations have been added but given a percentage chance to spawn. This results
in a random feel to where spawns are located without making the world feel anymore populated than is usual for OOO.

For example, walking through the forrest may result in 1 encounter on 1 day, but on another day there may be several encounters on the same route.

YOU MUST WAIT 3 DAYS FOR THIS TO TAKE EFFECT!

LAND DREUGH AND WILLOW THE WISP MORE COMMON
===========================================
Land dreugh and Willow the wisps are now more common all over Tamriel but they are more likely to spawn in their natural habitat.

They will also show up in interiors where mythic creatures spawn.

NEW NPC'S
=========
There are now new NPC's that will spawn from level 1.


Ferals - These NPC's spawn along side creatures and have a creature faction, they have reverted back to an
animal like state and have a very low chance of wearing any armor or weapons.


Thieves and Muggers - These NPC's spawn out in the wilderness and are similar to bandits and marauders.


Scavengers - These NPC's spawn out in the wilderness and are similar to raiders.


Assassins - These NPC's spawn out in the wilderness and are quite a high level, they also have the ability
of 100% chameleon and will use enchanted bows from a distance. They fight with stealth, if you spot one you
should run, if you can :)


Cleansers - These NPC's spawn out in the wilderness and are very high level with high level enchanted weapons,
if you spot one you should run unless you are high level yourself. They hate everything and kill everything.

No Creature Faction fighting for OOO

Stops creatures fighting so much with each other but not completely.

Hunter prey faction fighting is not affected, wolves etc still hunt deer and creatures still dislike NPC's, Goblins etc.
