Hidden den under the Imperial city. The entrance is to the right of the doorway into Green Emperor Way, in the Market District. (in the moat). Its not as finished as i would have liked, it needs more clutter, so feel free to add to it however you want. I just lack the modding skillz and time needed to make it the drug house it was meant to be. let me know if you make any changes, and let me know what you come up with. peace.
Side note - the door out, is kind of acting up, if you can't access it, just back up a little bit, until you see the icon. Enjoy!
