Welcome to part 3 of the 50th installment of my Oblivion Immersion Series. 

This covers the Nibenese cities of Bravil, Bruma, Cheydinhal, and Leyawiin.  Here's a stylistic breakdown of each city:

Bravil

"Bravil is an important trade center, and a rich melting pot of Imperial, Khajiit, and Argonian cultures. And, yes, a bit shabby and shopworn."

Bravil is hot and humid.  Clothing must be loose and flowing to help with the climate.  Proximity to Elsweyr means that Khajiiti fashion has tremendously influenced the city.  Rampant poverty means that the people of Bravil do not dress nearly so nicely as elsewhere in Cyrodiil.  Head to The Fair Deal to purchase clothing.

Bruma

"Captain Burd and I make a good pair. He understands Nords and the North, while I appreciate the subtleties of southern culture and politics."

Bruma is a city that epitomizes two different cultures: the heartland Nibenese and the sizable Nord diaspora.  As a result, the Nords and Imperials differ in their clothing greatly.  Expect to see an expected amount of Akaviri influence among the Imperials right next to rustic furs among the Nords.  Nord Winds and Novaroma both have clothing available for purchase. 

Cheydinhal

"Here you have your Chapel-going Imperials, and your Chapel-dodging Dark Elves, and never shall the twain meet. The Imperials have the gold, houses, and top spots. Dark Elves like me left Morrowind and the whole priest-ridden Tribunal nightmare, and we take the whole patriotic 'Imperial Mission' attitude with a dose of salt."

The influx of Dunmer immigrants to Cheydinhal is a recent development, spurred on the by growing discontent with the Tribunal Temple in Morrowind.  So despite (supposedly) growing influence on the architecture, the Dunmer have not seriously influenced entrenched Nibenese fashions.  Cheydinhal is at the foot of the mountains, so expect to see people dressed for the cooler clime.  Borba's Goods and Stores will sell you clothing. 
 
Leyawiin

"Leyawiin has always been a melting pot of races and cultures. Of course, racial and cultural conflicts produce inefficiencies and confusion... I fear Lady Leyawiin and Hlidara Mothril plan to push the minorities aside and establish a bland, Imperial-dominated culture here in Leyawiin."

Leyawiin is very similar to Bravil in terms of climate and cultural proximity to Elsweyr and Blackmarsh.  Fashion from Elsweyr has taken hold, with flowing fabric and bright colors.  But unlike Bravil, the inhabitants of Leyawiin are not overwhelmingly impoverished.  Best Goods and Guarantees offers clothing for sale.
