About this mod

Keeps enemies from scaling past level 25 with a few exceptions.

Permissions and credits
HOW IT WORKS:
All enemies except bosses will not be greater than 25 unless their level modifier allows it.
Additionally, all creatures can appear regardless of level once you hit the max level for that creature spawner. This means, at level 25, you will see Xivilai spawn alongside Scamps and all other Daedra possible for that location.

--- ENEMY EXAMPLES ---
Example 1 (No level modifier): 
Vanilla Ogre scales to your level indefinitely. 
Modded Ogre only scales up to level 25

Example 2 (+10 level modifier):

Vanilla guards scale to your level +10
Modded guards can scale up to level 25 + 10 (Max level is now 35 for all guards)

If you are level 20, guards will be level 30; If you are level 25, guards will be 35; If you are level 30, guards will still be level 35; etc...

Example 3 (Boss Bandit):
Vanilla boss bandit scales to your level +3
Modded boss bandit scales to our level +3 (no change)

--- Enemy List Examples ---
Example 1 (LL1DaedricBeastOlivionGate100 at Player level 5)
Vanilla you can only see stunted scamps
Modded you can only see stunted scamps (no change)

Example 2 (LL1DaedricBeastOlivionGate100 at Player level 15)
Vanilla you can only see scamps, flame atronachs, and clanfear runts
Modded you can only see scamps, flame atronachs, and clanfear runts (no change)

Example 3 (LL1DaedricBeastOlivionGate100 at Player level 25)
Vanilla you can only see Xivilai, Spider Daedra, Storm Atronach and Daedroth
Modded you have an equal chance of seeing any daedric creature, besides the stunted scamp and clanfear runt.

The same general rules apply for creature, goblin, and undead lists.

WHY DID I MAKE THIS MOD?
Because leveling your character past level 25 actually makes the game harder in oblivion. EG: You have leveled up blade all the way and are using the most powerful sword at Level 25, so your damage does not increase, but the enemies will continue to increase in health as your level increases. You have been penalized for being a high level character... Also it makes me sad never to see scamps again and only to fight Xivilai and spider daedra  past level 25. I can't be the only person who thinks this gets old quick, right?

BUGS:
I'm not 100% sure I got all the lists for the shivering isles lists, but I do know I got all the generic dungeon enemies done. (There are so many random ones, its hard to keep up with). Other that there are no bugs that I am aware of. If you find some, please post here or email me ([email protected])

Conflicts:
Any mod placed after this one in mod order that changes npc or enemy scaling. Please be sure to use a Wrye Bash patched plugin to avoid conflicts
