Fret not, weary adventurer, for I have the mod for you. Now, with "Reflect Begone", you too can roam Cyrodiil and the planes of Oblivion without worrying about instantly nuking yourself. As it stands now in version 1.1: Xivilais, Clannfears, Atronachs (all kinds), Liches, Golden Saints, the Unicorn, and Mankar Cameron have their ability modifiers for "Reflect" of any kind disabled. Clannfears have 20% resistance to normal weapons instead of their 20% reflect. Xivilais will still have their spell absorption ability, but without any reflects. I've found that this makes end-game Oblivion much more fun to play, as you can find difficult fights without multiplied damage being reflected back at you.
This is my first official mod. Please let me know of any instances of reflect damage / reflect spell outside of the ones covered and I will endeavor to update the mod accordingly. Version 1.1 disables golden saint and flesh atronach reflections, but should not depend on the Shivering Isles DLC .esp to run. If that turns out to not be the case and it breaks the mod, let me know! Thank you.
