DESCRIPTION
Multiplier for level-based magic effects like Turn Undead, Frenzy, Calm, Command etc. has been set to 95/100. Useless spells will suddenly become useful, as players can create new level-based magic spells with a much, much higher magnitude. Affects all spells in-game - magic from spell vendors will also have their power increased by a high factor.
Installation: Copy the ESP to /Data.
LEVEL SCALING
I recommend you install a mod that rebalances Level scaling (such as Francesco's Creature's and Items V5). Should you eventually hit level 90+ in vanilla oblivion, you'll find many enemies spawning with a multiplier over your level (x1.2 or x1.5), meaning they'll always be "above" you - Not necessarily in power, but in "overall level experience", whatever that means. Should that happen, most levelled spells will again lose their effect.
