So, one thing I always enjoyed about Oblivion was creating new NPCs. That's how I first started modding. Creating basic NPCs with basic AI packages to fill in voids in the world. Granted, as I got deeper into modding I was able to make more complex NPCs. NPCs who could sleep, gather things, deliver goods, travel via scripts, execute other NPCs, fight large scale battles, etc etc. It might seem simple to the way more seasoned modders in the community, but to me doing this was revolutionary and fun.
One of the first NPC mods I ever did, but never released, was a crowded cities mod in Chorrol - my favorite city. NPCs had neatly done schedules to make them feel alive. Thieves, snitches, jailbirds, guards, and more! I wanted to return to those roots by doing a whole new mod series, but with the modding knowledge I have now.
Hence, Denizens of Cyrodiil.
What this mod does is add 8 new NPCs to Skingrad with unique names and schedules to truly make them feel alive. Some have secrets they hide, others are engaged in unscrupulous activities or alliances, memberships in certain guilds or factions. All of this, in the name of making the world seem more alive and crowded.
Below are the list of NPCs I created with a little bit of what they do and how they idle their time away in game.

Chorrol
Imperial City
THE NPCs:
Ser Faonare Giloriane
A noble Knight and a member of the Knights Mentor. He has come to Skingrad to learn more about his God from His center of worship in the center of the Empire, whilst also keeping a watchful eye on the chapel and it's people. Being ready to defend them at a moment's notice.
Nerastarel
A High Elf noble living in Skingrad. Not much is known about him, as he rarely leaves his home and, when he does, it's always at night and garbed in robes. Rumor has it he is a trainer in arts not endorsed by the Mages' Guild, and offers that training to those who dare visit him during his rare night trips. But surely those are just rumors, right?
Kasexus Bernon
A local hunter living in Skingrad, lodging up at the Two Sisters. On Sundays, he attends church services and on Wednesdays he can be found outside hunting unless it's raining, in which case he'll be in the West Weald Inn waiting it out. He's a rather friendly fellow, not prone to flights of fancy as some others are.
Dovvos Vinto
One of two Dunmer brothers living in Skingrad. He lives the life of a vintner, working Tamika's vineyard day in and day out. He doesn't have time for the nonsense of travelers and will often brush off those who wish to bother him. Some say he meets with his brother on a certain day behind the chapel of Julianos. For what reason? None can say. But some speak of ill-tidings...
Ervanus Vinto
The second of two Dunmer brothers living in Skingrad. Living the life of a priest for Julianos, Ervanus spends most of his time within the chapel, rarely venturing out from beyond the walls of the most holy sanctuary. But some say, since the destruction of Kvatch, that his faith has wavered, and others even notice him sneaking from the chapel on a certain night to meet with his brother...
Iiniel
Iiniel is a jovial member of the Mages Guild, who can be found all over Skingrad rather daily. There doesn't seem much to her, but some keen-eyed folks have noticed that she tends to go to the Castle and just loiter. Rumors have begun to circulate, and it's said that she might have dubious intentions for the Castle.

A Nordic Barbarian with the wit to match. He hails from the land of Skyrim, come to Cyrodiil to make his fortune. Through his travels, he found himself in Skingrad, and eventually, he landed himself a job with the Surilie Brother's Vineyard. He is content with this, and cares little for anything else. Including dealing with people trying to get into his business. All he wants to do is be left alone to do his job and make his septims.
Bragthadan Camoran
A member of the notable Camoran Dynasty, and envoy of Valenwood to Skingrad. Frustrated with his inability to get an audience with the Count of Skingrad, he often just ponders about the Castle in the off chance that the Count will make his appearance. Otherwise, he can be found boarding up at The West Weald Inn or attending church services on Sundays.
