added extra effect to give Atronach Birthsign slow regen instead of non, made as a personal mod until someone comes up with a better way to do it.
If added to current save, its possible that it will initially load as magnitude 150 instead of 1 it did this one test save for me, the fix was to open console and type showbirthsignmenu then reselect Atronach. This happened on one of my Saves and not another so i'm unsure why this was the case.
