What does this mod do?
It just doubles the value of the different gems and ores found in the game.
Why?
I always found gems and ores to be little worthless in Oblivion. To me, finding gems in Oblivion doesn't feel as nice as finding them in Skyrim.
Yes, I know there are some mods that increase the value of gems, but they also increase the value of other items too. That I'm not a huge fan of.
