This pak SHOULD be in a zipped form. Extract/Unzip the file if so. Then, drag and drop the StealAll_p.pak mod into the Octopath paks folder! This should be accessible by going to steam > right click game > local files > browse > Octopath_Traveler folder > Content > Paks.
Otherwise, this path should work too: C:\Program Files (x86)\Steam\steamapps\common\OCTOPATH TRAVELER\Octopath_Traveler\Content\Paks
There's really not much more to it. Have fun!
