In vanilla game, all tier 4(rainbow) passives have their LotteryWeight set to 5 while all others have 100, which indicates that they are 20 times rarer than other passives. This mod set weights of every negative passives to 10, and tier 1/2/3/4 to 50/75/100/125 respectively
