Fixed an issue with the Maw neighboring regions that meant that any crimes committed in that region did not cause reputation decrease in other districts. No more murdering bypassers for a loaf of bread.

Fixed an issue with the Maw neighboring regions that meant that any crimes committed in that region did not cause reputation decrease in other districts. No more murdering bypassers for a loaf of bread.
This fix is more of a workaround than a correct fix - when getting neighboring regions, I check if I am iterating through the Maw and replace the data accordingly.
Mod requires P2ModLoader to install.
