As you noticed when you play with 120 FPS the menu is capped at 30 FPS but not with 60 FPS mode and thats where my mod comes handy. It removes any FPS cap, so even ingame and menu.
You need to extract the mod into your game folder where the games executable is. On Steam its in "C:\Program Files (x86)\Steam\steamapps\common\P3R\P3R\Binaries\Win64", but this is different for some people so just click on "Browse Local Files" in Steam for P3R and head to "P3R\Binaries\Win64" and put the two files in there and let the magic happen.
